As far as I know the Church has made no statement on when the spirit enters the body of a fetus.
I am aware of many who have had miscarriages at some stage of pregnancy and I know that is a very disappointing and painful time for most. I would not personally rule out the idea that there were spirits assigned to come to your family who were delayed for reasons we will in time understand, but I know of no doctrine or scripture that clarifies this question. Like many other things that happen in our lives like premature deaths and other life changing events, we just live by faith that all will work out to be the best, don't we?
We are taught, and I believe it to be true, that worthy parents of those who die before maturity will at some stage have the opportunity to rear those resurrected bodies to maturity. I know this is a great comfort to those who believe this concept. Whether this extends to those who are never born, who never take a breath, is not clear.
I know so many who can never have any children and it is of great sorrow to them. I think it's wonderful that you have had the privilege of raising the three children that you were so fortunate to have.
