There are a couple of reasons. The first one is the assumption
that most people already have a Bible in their homes; the second is,
the church members
help provide these Books of Mormon for the missionaries to hand
out.
Many young missionaries and their families purchase the books themselves, at their own
expense and hand them out to those who are interested. Since these
young missionaries serve for two years at their own expense without any
financial aid from the church for their time spent, you can see that it
would be somewhat of a financial burden for them to also purchase Bibles
as well.
If you do not already have a Book of Mormon, for your own study, I
